You lift off the accelerator on a cold morning and the car just keeps rolling. A dotted line sits on the power meter where the green regen bar should be, maybe a blue snowflake next to it, and the message says regenerative braking is limited. Nothing is broken. The manual names the reasons, and since 2022 there has been a setting that makes the car press its own brakes so it slows the same way every time.
The short answer: regen is the motor charging the battery with the energy of your momentum, and anything that stops the battery accepting a fast charge stops regen. The manual’s own sentence is that “regenerative braking may be limited if the Battery is cold or is already fully charged.” A third, smaller cause is a fresh set of winter tires, which makes the car recalibrate for a while. Snow and ice are a different matter: the manual does not list them as a cause of limited regen, it warns that regen itself “may experience loss of traction” there, which is a reason to drive differently rather than a fault to diagnose. Everything in the table is the manual’s own wording, Not a Tesla App’s description of the power meter, or a one-line gloss of them, and the two Model 3 manuals (2024-and-later, and 2017-2023) say the same thing on the cold-battery row. The site’s 2019 Model 3 is one of the cars the older manual covers; the dotted line is a routine winter-morning sight on it.
Is regenerative braking limited because it’s cold?
Usually, yes. The cold-weather page of the manual puts it in two sentences: “Regenerative braking can be limited if the Battery is too cold. As you continue to drive, the Battery warms up and regenerative power increases.” The blue snowflake is the same message in icon form; Tesla’s winter-driving page says it appears “if your vehicle’s battery is too cold for full power and ideal range,” that “you may notice reduced regenerative braking and acceleration,” and that “Charging, driving and preconditioning are all ways to warm your vehicle’s battery.”
Why does cold do this? Regenerative braking is charging. The motor runs as a generator and pushes current into the pack, which means pushing lithium ions into the graphite of the negative electrode. Cold slows that reaction, and if current arrives faster than the graphite can absorb it, lithium can deposit as metal on the surface instead. The chemistry literature describes this lithium plating as happening “especially at low temperatures and fast rates,” and notes that once plated, the metal “can accelerate cell failure.” Battery University’s practical rule is that consumer-grade lithium-ion cells “cannot be charged below 0°C (32°F)” because plating “leads to a permanent degradation in performance and safety.” Regen is charging by another route, so the same limit applies to it. The manual states the general rule: “the Battery charge rate is decreased when the Battery is too cold, the Battery’s charge is nearly full, and when the Battery conditions change with usage and age.” Limited regen is that rule showing up on the power meter.

Does a full battery limit regen?
Yes, and it is the other reason the manual names alongside cold. The manual’s own example pairs the two: regen “may be limited if the Battery is cold or is already fully charged.” Not a Tesla App’s reference page puts the physics plainly: “If the battery is fully charged, there is nowhere for the kinetic energy to go.” Expect it after any charge to the top; regen runs reduced until some charge has come off and there is headroom. What does the dotted line mean?
The power meter is the thin line across the car-status area of the screen, and the manual explains its colours: “Power being fed back to the Battery displays in green whereas power used by the regular braking system displays in gray.” When regen is restricted, the meter shows a dotted line instead of the usual solid bar; Not a Tesla App’s reference says “If this happens, you may see a dotted line in the vehicle’s power meter,” and that a gray line on the left side appears when the Apply Brakes feature is turned on, or when the car is on Autopilot. The dotted line is information, not an alert: it tells you the car will slow less on lift-off than you are used to.
How to turn on Apply Brakes When Regenerative Braking Is Limited
This is the setting to look for. Tesla added it in the 2022.16 software, with this release note: “Your vehicle can now automatically apply regular brakes for consistent deceleration when regenerative braking is limited due to battery temperature or state of charge. To enable, tap Controls > Pedals & Steering > Apply Brakes When Regenerative Braking Is Limited.” Electrek reported the rollout on May 25, 2022, noting the feature “is optional” and that “the change is currently only active for some Model 3 and Model Y vehicles with the latest update.” Not a Tesla App’s release-note page lists it as “Only For Specific Hardware,” Models 3 and Y, and at the time added that it “appears to be in testing and is not available for production vehicles.” Drive Tesla Canada’s write-up of the same release reported, citing the hacker @greentheonly, that “only cars with certain hardware receive the update” and that “It is unknown what the requirements are” — which is why two owners on the same software can have different menus.
The menu has since moved. The 2024-and-later Model 3 manual describes the same feature this way: “To experience the same amount of deceleration whenever you release the accelerator pedal, regardless of the state of the Battery, you can choose to have the regular braking system automatically engage whenever regenerative braking is limited. Touch Controls > Dynamics > Apply Brakes When Regenerative Braking is Limited.” So look under Pedals & Steering on older software and under Dynamics on newer cars; menu names shift between releases, and the car’s own screen is the authority.
Two things the manual warns about once it is on. It “may not operate if the brakes are extremely hot,” and “the brake pedal may move and it may feel stiffer when pressed. This is expected and does not change your ability to slow down Model 3.” One thing it does not do is recover energy: power spent by the regular brakes shows gray on the meter, not green. Friction braking turns that energy into heat rather than charge, so the setting buys consistency, not range.
Is regen limited on ice or after new tires?
Two different things, and the manual separates them. On the road surface the manual is warning you, not the car: “In snowy or icy conditions, Model 3 may experience loss of traction during regenerative braking.” In other words, lift-off regen on a slick surface can itself break the tires loose, which is why easing off gently and using the pedal matters there; the manual also lists “reduced or limited regenerative braking” among the factors that lengthen stopping distance and adds, flatly, “Do not rely on regenerative braking to keep you and your vehicle safe.”
On tires: “Installing winter tires with aggressive compound and tread design may result in temporarily-reduced regenerative braking power. However, your vehicle is designed to continuously recalibrate itself, and after changing tires it will increasingly restore regenerative braking power after some straight-line accelerations.” You can speed that up by telling the car what it is wearing: “Touch Service > Wheel & Tire > Tires to select winter tires and quicken this process.” The site’s EV winter tires guide covers what they cost you in range.
How long until regen comes back?
The manual does not give a number, and it depends on how cold the pack started. Its guidance is behavioural: regen “increases” as you continue to drive and the battery warms, and allowing “enough time to precondition your vehicle” avoids the limitation in the first place; the same page’s general advice is to start climate at least 30-45 minutes before departure. Electrek’s description of the experience is the accurate one: “When operating in cold temperatures, the regenerative braking does come back as the drivetrain warms up.” If the dotted line is still there after a long warm drive and the pack is not full, that is when to read the next section.
Is something actually broken?
Almost never, but the manual gives you one real signal to watch. The touchscreen “displays this amber brake indicator if a brake booster fault is detected or regenerative braking is unavailable,” and tells you to “Apply steady pressure and keep the brakes firm to stop the vehicle when safety permits.” A dotted line on a cold morning with no amber indicator is the normal case; an amber brake indicator is a brake-system warning in its own right, and the manual’s instruction is the one to follow. Between those two, a car that shows limited regen with a warm, half-full pack on dry pavement is worth a service-mode look, because none of the three causes above applies.
Frequently asked questions
Do all Teslas have regenerative braking?
Yes. Not a Tesla App’s reference page states that “regenerative braking cannot be turned off,” and since 2020 there is no strength choice to make either: Electrek notes Tesla “decided to not even give a choice of regenerative braking strength in 2020 and made the strongest regenerative braking standard.” What varies is how much of it the battery will accept at a given moment, which is the whole subject of this page.
Why do the brake lights come on when I lift off?
Because the car is slowing hard enough to warrant it. The manual: “If regenerative braking is aggressively slowing Model 3 (such as when your foot is completely off the accelerator pedal at highway speeds), the brake lights turn on to alert others that you are slowing down.”
Does Apply Brakes When Regenerative Braking Is Limited waste energy?
No more than regen-limited coasting does. It uses the friction brakes only during the moments regen is limited, when the pack could not have taken the energy anyway; the rest of the time regen works as normal and the setting does nothing, so the cost is brake wear, not range. The manual’s power meter shows the split: green for energy going back to the pack, gray for the regular braking system.
The morning it stops happening
The dotted line is the battery’s rule made visible, and the cure is the one the manual gives: allow time to precondition before you leave. The setting that presses the brakes for you is worth turning on for consistency, not for range, and it is worth checking your own Controls menu for it rather than assuming it is there, because the hardware requirements were never published. Whether a future software release widens that rollout is the next thing worth watching.
