On September 14, 2026, at the Air & Space Forces Association’s Air, Space & Cyber Conference in National Harbor, Maryland, Air Force Secretary Troy Meink put one sentence on the record that no US official had said before: “This is why the United States now has on-orbit space control weapons capable of defending the joint force against hostile adversary action.”
He would not say what the weapons are or how many there are. He would not say when they went up. He would not say whether they are the kind that break things or the kind that jam them. Pressed by reporters afterward, he closed the door: “I’m not going to talk about the specifics of what we’re doing, whether we’ve tested or not tested or anything else.”
One thing most of this week’s coverage skipped: this is the first time Washington has admitted to weapons stationed in orbit. It is not the first time a US leader has announced American weapons built to kill satellites. On September 17, 1964, Lyndon Johnson told a crowd on the steps of the California Capitol that the country had “developed and tested two systems with the ability to intercept and destroy armed satellites circling the earth in space,” and that “these systems are on alert.” Those were ground-launched nuclear missiles, and on April 1, 1975 the Department of Defense cut off funding for every anti-satellite program it had. What changed in 2026 is where the weapon lives, and the bill attached to it: a fiscal 2027 request that puts about $21.6 billion into “space control,” roughly $19.4 billion of it “opaque” or classified, according to an industry analysis of the budget. You cannot lobby Congress for a black box you refuse to describe. You can lobby for one you have just called a weapon.
What the Air Force Secretary said, word for word
The set-up line in the keynote was “Today, we continue to ensure we remain ready to meet the challenges of evolving threats, wherever they exist,” and then came the sentence. Asked afterward whether he could elaborate, Meink said: “That phrase was very well thought out. So whatever I said before is what I say again.”
A Space Force spokesperson backed it up in writing: “We are confirming that the United States has on-orbit space control weapons capable of defending the Joint Force against hostile adversary actions.” Then: “Beyond that, we will not discuss specific operational methods, payloads, technical characteristics, or employment concepts.” The same office told ABC News that “these capabilities can be employed for offensive and defensive purposes at the direction of combatant commands.” Offensive is the word that matters. Defensive satellites have been a talking point for years. Offensive ones, on orbit, had not been.
Meink’s own explanation was about who else is up there. When reporters at a roundtable afterward suggested that talking about space weapons could embolden adversaries, he pushed back: “Is there any question in the room by anybody about whether or not the Chinese and Russians have been developing these sorts of weapons?” And: “As everybody knows, there have been many who are developing capabilities to take those away from us, to threaten those things. So, it is critically important that we maintain our dominance not only in the air but in space, and so that we’ve had to take steps to make sure that when we’re threatened, we can take care of that.”
The reaction was fast. Victoria Samson, who runs space security work at the Secure World Foundation, a nonprofit that tracks counterspace programs worldwide: “Well, that’s huge, because I don’t think any US government official has ever said that before.” By the next day, Chinese Foreign Ministry spokesperson Guo Jiakun was telling a briefing: “We urge the US side to stop expanding its military capabilities and preparing for war in outer space.” The Kremlin said it was “counting on broad international consolidation to continue working toward the complete demilitarization of space.”
What are “space control weapons”?
The Space Force’s definition is broad on purpose. Per its spokesperson, “space control encapsulates the mission areas required to contest and control the space domain – employing kinetic and non-kinetic means to affect adversary capabilities through disruption, degradation and even destruction, if necessary.”
That covers a lot of hardware. The Congressional Research Service (CRS), which writes the explainers Congress relies on, sorts counterspace weapons into four bins: kinetic, meaning a direct-ascent anti-satellite (ASAT) missile or a co-orbital weapon that destroys a satellite from space; non-kinetic, meaning radiation from a nuclear blast or lasers and microwaves that blind or “dazzle” a satellite without necessarily disabling it; electronic, meaning jamming or spoofing a satellite’s links; and cyber. So “on-orbit space control weapons” could mean anything from a jammer bolted to a satellite bus to a spacecraft that rams another. Samson’s educated guess leans toward the quiet end: “I’m going to guess what he’s talking about is not a kinetic space-control weapon due to multiple comments government officials have said about avoiding debris causing counter space.” Her pick: “space-based jammers, electronic warfare.” That is a guess from an informed outsider, not a disclosure, and Meink gave her nothing to check it against.
Does the US already have space weapons?
Yes, on the ground, and it has said so for years. The Secure World Foundation’s 2026 assessment lists “three operational electronic warfare (EW) offensive counterspace systems” in the US inventory: the Counter Communications System (CCS), “deployed globally to provide uplink jamming capability against geostationary communications satellites”; Meadowlands, an upgrade to CCS; and the Remote Modular Terminal (RMT), an electronic-warfare system that can be operated remotely. CRS describes CCS in Space Force budget documents as “a mobile electronic warfare system that blocks adversary satellite communications.”
The US also flies inspector satellites in geostationary orbit (GEO), the belt about 36,000 kilometers up where communications and missile-warning satellites park. The Geosynchronous Space Situational Awareness Program (GSSAP) satellites “conduct rendezvous and proximity operations of space objects for ‘anomaly resolution and enhanced surveillance,’” in CRS’s words. That is a polite description of a tailgater. In April 2025 one of them, USA 271, maneuvered along the GEO belt to a close approach with China’s newly launched TJS-15 satellite, estimated at 33 kilometers, and later that month a second GSSAP satellite, USA 324, got within 17 kilometers of TJS-16 and 12 kilometers of TJS-17.
Even the direction of travel was public. The same report notes that “the United States has acknowledged it has also begun developing new offensive counterspace capabilities, although the United States has publicly stated it will not test destructive DA-ASAT weapons.” What Meink added on September 14 was the tense. “Developing” was already on the record. “Now has,” in orbit, was not.
The US announced satellite killers once before, in 1964
Johnson’s Sacramento speech deserves to be read in full, because it sounds like it was written this month. “To insure that no nation will be tempted to use the reaches of space as a platform for weapons of mass destruction, we began in 1962 and 1963 to develop systems capable of destroying bomb-carrying satellites,” he said, and then: “I can tell you today that these systems are in place, that these systems are operationally ready, that these systems are on alert to protect this Nation and to protect the free world.”
One of the two was Program 505, built on the Nike Zeus anti-ballistic missile. The other was the Air Force’s Program 437, a Thor missile carrying a one-megaton nuclear warhead, launched from Johnston Island, a speck of coral several hundred kilometers southwest of Hawaii. It reached initial operating capability on May 29, 1964. Two missiles were kept on alert at Johnston Island and two more in war reserve at Vandenberg Air Force Base in California. The weapon did not need to hit anything. It only needed to detonate close enough that the blast and its electromagnetic pulse would fry the target.
That was also its problem. A megaton in low orbit does not distinguish between a Soviet reconnaissance satellite and an American one, and as Soviet launches multiplied, the “indiscriminate destruction of friendly and enemy satellites” made the weapon harder to justify. The Thors were also being converted to launch duties, and the island itself was exposed to severe weather. The system went to standby in 1970 and was gone from Johnston Island by 1975.
The 1964 lesson rhymes with Samson’s debris comment. In 1964 the collateral was blast and electromagnetic pulse; now it is debris. Either way, a space weapon whose effects you cannot keep to the target is a weapon you cannot use, which is why the informed guess is that whatever is up there now is built to disrupt, not to shatter.
Is it legal to put weapons in orbit?
Mostly, yes. The Outer Space Treaty, signed on January 27, 1967, bans a narrow category. Article IV reads: “States Parties to the Treaty undertake not to place in orbit around the earth any objects carrying nuclear weapons or any other kinds of weapons of mass destruction, install such weapons on celestial bodies, or station such weapons in outer space in any other manner.” A jammer, a laser, or a satellite built to shove another satellite is none of those things. The treaty forbids military bases and weapons tests on the Moon and other celestial bodies, but it says nothing about conventional weapons in Earth orbit.
The tighter limit is self-imposed. In 2022 the White House declared a moratorium on testing direct-ascent anti-satellite missiles, the debris-making kind, and pushed it as a norm for other countries. Meink’s statement does not touch that pledge. An on-orbit weapon is not a direct-ascent missile, and he never said it had been tested.
Why say it now? Follow the budget
The Space Force began talking openly about space warfare in 2025 and published an operational framework for it, so Monday’s sentence is the next step on a path the service had already mapped. There is no need for a conspiracy theory to explain the timing. There is a budget request.
For fiscal 2027 the Space Force is asking for $71.3 billion, built from $59.2 billion in annual appropriations plus $12.1 billion the administration wants from a reconciliation bill, which Payload, citing the Aerospace Corporation’s Robert Wilson, puts at a 120 percent jump over fiscal 2026. Inside that, according to the analysis by the National Security Space Association (NSSA), an industry group, space control accounts for about $21.6 billion, close to 30 percent of the request, and about $19.4 billion of it is “opaque” or classified. That is the line item the September 14 sentence was written to defend.
The same budget carries the other space weapon everyone can see. On April 24, 2026, the Space Force announced agreements worth up to $3.2 billion with 12 companies, including Anduril, Lockheed Martin, Northrop Grumman, Raytheon, and SpaceX, to develop the space-based interceptor layer of the Golden Dome missile-defense program: kinetic interceptors in a proliferated low Earth orbit (LEO) constellation, meant to hit missiles in boost, midcourse, and glide phase, with a demonstration targeted for 2028. Golden Dome’s program manager, General Michael Guetlein, warned in August at the Space and Missile Defense Symposium that the project would be in dire straits if Congress could not prioritize additional funding for it, as Defense One reported.
The cost of the announcement is the one Samson named: “The US also now has to accept the Chinese and Russians doing/saying the same.” Beijing’s answer arrived within a day.
What this means for your Starlink dish and your GPS
As of September 15, 2026, SpaceX has 11,127 Starlink satellites in orbit and 11,112 of them working, by Jonathan McDowell’s count. If you own a dish, or you use the Global Positioning System (GPS) on your phone, that is your stake in this. CRS flagged the exposure two years ago in language aimed at lawmakers: “Congress may consider the risks that counterspace operations may pose to U.S. commercial satellite operators.”
The reassuring number is that nobody has yet fired the destructive kind at another country’s satellite in a real conflict. The Secure World Foundation’s finding for 2026: “only non-destructive capabilities are actively being used against satellites in current military operations.” The unreassuring numbers are what the destructive tests have already left behind.

The figures are the Secure World Foundation’s tally of tracked fragments from every known destructive anti-satellite test, as of its 2026 report; tracked generally means larger than 10 centimeters, and the same tests likely created tens of thousands of smaller pieces. Most of the 2007 Chinese debris “will continue orbiting the Earth for decades,” and the Space Force says the missile that made it “evolved into an operational ground-based system intended to target LEO satellites,” one the People’s Liberation Army “actively trains on,” in the words of the December 2024 fact sheet. Russia’s 2021 test “endangered spacecraft of all nations in LEO, including astronauts and cosmonauts on the International Space Station and taikonauts on China’s Tiangong Space Station.” And the same fact sheet says Russia “is also developing a very concerning ASAT capability using a new satellite designed to carry a nuclear weapon,” which is the exact threat Johnson said the 1964 systems were built to counter: a bomb-carrying satellite.
That is why the type of weapon Meink would not describe matters more than the fact of it. A jammer turned on a Chinese satellite in a crisis takes that satellite off the air for as long as the jammer runs. A kinetic kill in the shells where Starlink flies adds to a debris field that every operator, including the US military, has to fly through for decades. The Pentagon’s own stated aversion to debris is the strongest public clue that it built the disrupting kind, not the shattering kind.
For anyone who owns a dish, the exposure is the one described in the LEO insurance cliff: orbit becoming a place where commercial hardware is collateral. Nothing said this week changes how Starlink works on the ground.
What to watch
- Appropriations, fall 2026. The $21.6 billion space-control line is the request, not the law. What Congress funds, and how much it demands to see, is the first real signal of whether the acknowledgment bought anything.
- Golden Dome, 2028. The space-based interceptor demonstration is the first publicly dated milestone for a US weapon in orbit that anyone will be allowed to watch.
- Beijing and Moscow’s next sentence. Neither has made a comparable admission. If either follows Meink’s script and simply says it has weapons up there too, Samson’s warning will have played out in under a year.
Meink chose the words “very well thought out” for a reason. The next time an official from another capital reads a similar sentence from a similar stage, you will know whether the thinking was right.
